Congratulations. Your reputation as some of the fiercest fighters for peace in the country precedes you. The New York delegation is standing strong the need to close the School of the Americas, but we aren’t there yet ...

Background on S.O.A.
Many of you have been working to close the School of the Americas (SOA) for years. For those of you that are not familiar with it: The US Army School of Americas (SOA), based in Georgia, trains Latin American security personnel in combat, counter-insurgency, and counter-narcotics. SOA graduates are responsible for some of the worst human rights abuses in Latin America. In 1996 the Pentagon was forced to release training manuals used at the school that advocated torture, extortion and execution. Among the SOA's nearly 60,000 graduates are notorious dictators Manuel Noriega and Omar Torrijos of Panama, Leopoldo Galtieri and Roberto Viola of Argentina, Juan Velasco Alvarado of Peru, Guillermo Rodriguez of Ecuador, and Hugo Banzer Suarez of Bolivia. Lower-level SOA graduates have participated in human rights abuses that include the assassination of Archbishop Oscar Romero and the El Mozote Massacre of 900 civilians. The SOA was renamed the Western Hemisphere Institute for Security Cooperation (WHINSEC) in 2001.

Current Legislation
HR 1707, or the Latin America Military Training Review Act
, was originally introduced by Representative James McGovern of Massachusetts approximately a year ago. The legislation would suspend operations at the SOA and calls for an independent report on the authorization and use of torture manuals that advocated tactics that violated U.S. and international law. The legislation would also require an assessment of U.S. foreign military training in Latin America.

Both ends will then march toward each other, converging at 5th Avenue for a march around Washington Square and back up University Place for a rally.
